City of Lynn COVID-19 Update: June 26, 2020

TheLynn Public Health Department has confirmed that as of today, the number ofactive, confirmed positive COVID-19 cases is 710 with 2 new cases today. 2,843Lynn residents have recovered and 98 have died. The total number of confirmedpositive COVID-19 cases in Lynn since March 21, 2020, including those who havedied and recovered, is 3,651. Please visit the new City of Lynn COVID-19 Data Dashboard whichis updated daily.

TheCity of Lynn Office of Community Development is still accepting applicationsfrom non-profits for funding from the CARES Act. Please be aware that fundingis limited to non-profits that will utilize the funding for:

  1. Carry out job training to expand the pool of health care workers and technicians that are available to treat disease within a community

  2. Provide testing, diagnosis or other services at a fixed or mobile location

  3. Increase the capacity and availability of targeted health services for infectious disease response within existing health facilities

  4. Provide equipment, supplies, and materials necessary to carry-out a public service

  5. Deliver meals on wheels to quarantined individuals or individuals that need to maintain social distancing due to medical vulnerabilities.

LynnCity Hall remains closed to the public due to COVID-19. Please see the list ofessential services that are being provided remotely by the followingdepartments.

CityClerk: TheCity Clerk's Office is available by phone during normal Business hours toanswer questions and process requests.  Our officeis taking/processing requests for birth, death,marriage certificates  andmailing them out the same day.  
- Manyof the  licenses and permits issued by the Clerk's office requireprior approval from Inspectional Servicesand /or the CityCouncil. In those cases we will process once they have been completed theapproval process.

Veteran's: The Veteran's office continues to provide the following:
- Financialassistance to veterans and their families, known as Ch 115 
- Assistancewith VA Claims
- Assistancenavigating VA Health Care

DPW: The Lynn Public Works officeiscurrently closed  to the public and the staff is working remotely.TheDepartment continues to provide the following essentialservices:
- Maintenanceof City emergency vehicles and equipment,
- Burialsat Pine Grove Cemetery
- Trashremoval from the City's parks
- Streetsweeping service on a limited basis.
- Trashand recycling complaints are being handled remotely, the best way to notify usof issues is through the "Report Trash/Recycle Issue" link on the DPW portionof the City website. For Missed Trash Pickups - (781) 477-7099
-Solid Waste Collection payments can only be made bycheck/money order at the present time due to the office being closed. Thereis presently no online option.  You can make them payable to the City ofLynn.  Mail them to the Collector's Office, 3 City Hall, Square, Lynn, MA01901.  There are also mailbox drop off locations at City Hall (JohnsonStreet side) or the DPW, 250 Commercial Street, Lynn, MA01905.  Pleasemake sure to include bill number on your check or enclose the coupon withpayment.

The Leaf and Yard Waste Drop-Off Will Officially Open This Saturday, May 30th from 7:30 AM - 2:30 PM
- Residents proceed into the compound and will be directed by a DPW employee
to designated open bay that are setup up more than 6 feet apart
- Residents exit their vehicle with face covering on at all times to dump their own leaf and yard waste

ISD: The inspectional services inspectional division is working remotely toprocess all permits and licenses. Individuals may submit all permits andapplications either electronically in pdf form to ISDonline@lynnma.gov, US mail, or at thedrop box located in the City Hall Johnson street lot.

Permits will be reviewed and if applicable approved, if furtherinformation is required you will receive a call or email requesting follow upinformation. Once processed, permits will be either emailed or sent via US mailto the applicant. Payment for permits will be in the form of a check or acredit card. If you choose to use a credit card you will be contacted duringnormal business hours by a clerk to process the payment over the telephone.

Inspections are being performed in the field where required, orremotely through facetime or submission of pictures to the inspector.  Torequest an inspection, residents can call City Hall at (781) 598-4000 or(781) 586-6714. An inspector will contact you to schedule the inspection and themeans of the inspection.

General Complaints can be sent in via telephone, emailed to ISDonline@lynnma.gov or via USmail.  An inspector will be assigned to the complaint and dependingon its nature, an appointment may be scheduled via facetime, pictures or inperson. Only emergency complaints will be responded to in person.

Applications to the Conservation Commission, Zoning Board of Appealsand Planning Board are being accepted as well through a PDF email to us: ISDonline@lynnma.gov, US mail or thedrop box at City Hall.

Assessor: While there may be a small delay in services, all essentialservices are being provided by the Assessor's Office except for the following:
- Ownership/Sales Updates: Last updated3/13/2020.
- Interior Inspections
If residents need to contact the Assessor's office with anurgent matter, please email us: cgaeta@lynnma.gov or call(781) 586-6700 and leave a detailed voicemail. Allcalls and emails will be returned within one business day.
- Motor Vehicle Excise Abatements: Pleasemail or email all relevant documents to qualify for abatement.
- The deadline for personal exemptionshas been extended to June 1, 2020.

Purchasing: The Purchasing Department is answering all phone calls andreturning any voicemails and emails received every day. All emails to any staffmember are being forwarded to Tim Leonard, Purchasing Agent.  He willaddress each email accordingly. Comptroller: The Comptroller's office will continue to provide essential officeservices including:
- Paying bills to vendors
- Assisting Departments with payroll relatedinquires
- Addressing outside Auditor inquires
- Returning calls and inquires received fromemails and or voicemails accordingly.

Treasurer/Collector:Treasurer/Collector is answering allphone calls and returning any voicemails and emails received ASAP every day. Ifyou cannot reach someone immediately, please leave as detailed of a voicemail and someone will get back to you.
- Treasurer's Office staff are checkingemails remotely daily.
- Assistant Collector is checking emailsand processing any online payments remotely.
- Collector's Office is running askeleton crew half days, 4 days per week to process any Real Estate Tax, ExciseTax, and Trash Fee payments received via the mail and the Johnson StreetParking Lot Drop Box.

Retirement: The Retirement office has been providing services as requested and willcome into the office as needed to process the retirees' pension payroll, printchecks, and generate bank files.
